Topcurl Foundation INC
Founded by Shanay "Topcurl," Topcurl Foundation INC is a catalyst for positive change. We’ve been driven by the same ideas to support, empowerment and progress our DMV communities.
Dealing with the challenges of today requires problem-solvers who bring different perspectives and are willing to take risks. Topcurl Foundation INC members emerged out of a pursuit to inspire and support the community, and a desire for actions to speak louder than words. We heard our communities and acted to be a staple in providing scholarships, workshops and community events.
Executive Board Member
As an orphan from Baltimore, Maryland who struggled with self-image and a stable home life, Shanay “Topcurl” Wiggs obtained her formal cosmetology education at Mergenthaler Vocational Technical High School. She obtained her cosmetology license at the age of 17 and used the in-state tuition waiver, for orphans, to attend college full-time while balancing a full-time salon career. After graduating from Morgan State University (2006), she became a State Certified Cosmetology Instructor and Program Coordinator in Prince George’s County, Maryland. Since 2006, Ms. Shanay has instructed and trained hundreds of high school and private career cosmetology graduates who are now licensed professionals from cosmetologist to nail techs and estheticians.
Her passion for helping others grew more with her Training By Topcurl State Board Exam Prep sessions. These sessions helped candidates who were having trouble passing on their own after graduating beauty school. Her ability to polish off what those graduates have learned, or should have learned, turning into a bigger mission of opening her school one day. In 2018, She did just that pledging to the development and implementation of the highest educational, ethical, and professional standards in her cosmetology schools. Ms. Shanay continues to take beauty classes and improve her lifelong learning to support diverse and eager mentees who participant with personal development services, education, business, and scholarships within the local communities. All the topics that helped her on her journey to success.

Tracy Wiggs is the founder and managing agent of Jus’ Wiggin Entertainment that focus on providing quality entertainment for comedy shows, musical performances, poetry shows, motivational and lecture speaking events for over 30 years. His extensive portfolio includes revolving contracts year after year due to his top tier service of providing safe and pleasant environments for all his clients: higher education institutions, corporations, private owned venues, and celebrity clientele. With his diverse organization of events, professionalism, and expertise, Mr. Wiggs serve as an anchor in the entertainment industry that lands contracts with some of the top Fortune 500 corporations for promotional and sponsorship events.

Jamon Wiggs is the foundering attorney of The Wiggs Law Group LLC that focus on legal assistance for criminal, traffic, and personal injury cases. Mr. Wiggs has over 15 years of legal experience in public and private sectors that include representation of business owners and high-profile entertainment cases. His passion has always been to provide quality legal services and presentation to the underserved. While serving as a public defender, he mastered the complexities of Maryland’s criminal justice system to protect his clients’ rights with zeal and determination. Sean Paige is a native of Baltimore City, MD and was raised in Prince George’s County, MD. At the age of 17, he obtained cosmetology clock hours and now licensed to focus on male grooming and hair coloring services. Upon graduating high school, he obtained a full academic scholarship to Benedict College where he is currently in his third year of school. After graduating college, Sean looks to use his business degree and current rental property profits to expand his real estate portfolio and later become a Real Estate Broker and Barbering school owner.

Justin Paige is a native of Baltimore City, MD and was raised in Prince George’s County, MD. At the age of 16, he acquired his first investment property with his older brother, Sean. Upon graduating high school, Justin received scholarships to attend Morgan State University. In his freshman year of college, Justin looks to use his accounting major as an essential career path to being a CPA after graduating and expanding his real estate portfolio.
